I'm sorry to hear that you got caught in a sucky no-win situation like that. You have more patience with the legal system than I do... I was pulled over here in Oregon in August of 2008 for exactly the same thing. It was a somewhat new law here at the time. Basically exactly the same situation, one cop pulls people over for speeding with another one hiding in a nearby driver to catch people who pass the first one. In my case, I had room to pull over, and I didn't slow down, though I did carefully look to ensure that I wouldn't hit anyone or anything (the cop was in his car, or on the other side of it). I did not dispute the charge, but I did go to court and they lowered the ticket to the lowest minimum, which was something like $180. The courtroom experience was interesting. I was the very last person to go up after waiting an hour and a half. The judge gave every single person in that room the lowest possible fine. It's like you get rewarded for just showing up.
Anyways, good luck in fighting the charge, and let us know how it turns out. At the very least, I bet neither you nor I will ever make the same mistake again, so, in a way, the law is working :/
